Although a Class I hitch somewhat limits your choices, we offer many different bike racks that will work with your Jetta. When used in a class I hitch, you will be limited to carrying two bicycles due to the lower tongue weight rating of the class I hitch.

If you prefer the platform-type bike rack that carries the bikes by the wheels, the Swagman XTC-2 part # S64670 is a great choice. I would also recommend the locking hitch pin, part # S64029.

If you prefer the hanging type rack, the Thule Roadway part # TH912XT is an excellent choice.
Thule also offers a locking hitch pin, part # THSTL2.

I would also suggest if you are carrying womens or alternative bikes, to check out our Thule Womens and Alternative Frame Bike Adapter Bar (TH982). This allows for level transport of bikes by adding a straight top bar.
