What is the purpose of mounting these steps with the brackets in the horizontal position ?

Expert Reply:
The Carr Tube Steps, # CARR124991, have different mounting capabilities for the different vehicles they fit. These steps fit a 1998 to 2012 Ford Ranger 2-door or a 1998 to 2009 Mazda B-Series truck. Other vehicles that use the same or similar mounts may need to more horizontal or vertical depending on where they can fit on the truck body.
