How do you remove the red cover and change the bulb on the Webar submersible 403075 trailer light? Thank you.

The panel on the bottom of the Wesbar Submersible Tail Light is removable to allow access to the bulbs. Simply place a screwdriver in between the tabs on either end of the panel and gently pry upward.
The lamp is not sealed, but is considered submersible because it has drain holes that would allow the water to drain out. You would want to unplug your trailer wiring harness before submerging the lamp.
