I need a bike rack I can use on the 2008 Rav with spare tire in rear that also tow a boat at the same time.

Something you might want to consider is a spare tire bike rack, # TH963PRO. This rack will mount to the spare on a 2008 Toyota RAV4 like in the video I have linked. You would just need to make sure there is clearance enough to make turns when bikes are attached so a longer ball mount may be needed.
Another option is a towing bike rack, see link. A rack like # S64955, fits around a ball mount shank, but you will need a long ball mount like # 2736, # 80233, or # D-28. With this type of rack the weight of the rack and the bikes will count as tongue weight.
