Will this fit on the draw tight hitch for my 2005 vw golf?

All of the trailer hitches for the 2005 Volkswagen Golf, including the Draw-Tite hitch, are Class I hitches. This means that you can only use accessories that will fit a Class I hitch. The Curt cargo carrier, # C18145, is designed for Class II trailer hitches and physically will not fit a Class I.
For a Class I cargo carrier, I recommend the Draw-Tite carrier, # 6500. It is Class I compatible and has a rise in the shank for greater ground clearance. It can also be adjusted to be further away from or closer to the vehicle to clear the rear bumper. I have included a link to the installation details and a link to a video review for you.
