with this hitch mounted in the high mount position... how far down from the frame is the bottom of the cross tube hang? thanks

When in the through bumper position, from the bottom of the frame to the bottom of the cross tube it looks to be approximately 8-1/2 inches. I have included a link to the installation instructions for you to view.
Through bumper configuration requires a 3 inch square hole to be cut into the plasitc fascia. Position the hole on the vehicle center line 3 1/2 inches below the top edge of the plastic fascia.
