If you are speaking of the conical washers used on the top bolt that holds the weight distribution head to the shank, as shown in the diagram I edited for you, the concave or dished portion of the washer will face inward toward the weight distribution head and away from the bolt head or nut, so that the washer will compress as its tightened.
