What type of roof rack could be used for standup paddle board of approx 12 ft. Also could it be adapted for bikes?

A roof rack would work well for a paddle board carrier and for a bike carrier. However, you will first need to check the owners manual of your Toyota Prius V to determine if you have the roof capacity for the weight of your paddle board and bikes.
For your 2012 Toyota Prius V I would recommend you get a Yakima Roof Rack Part Numbers # Y00409, # Y00699, # Y00731, # Y00124.
For a paddle board carrier you could get a Thule SUP Taxi Stand-Up Paddleboard Carrier # TH810. I attached a review video for this product. For a bike rack you could get a Yakima Viper Bike Carrier # Y02000.
