I have been towing my 27foot trailer with a 1997 Dodge 1500 4x4. I am changing to a 2003 Chevy 2500HD 4x4. Short of doing a complete re-install of the hitch what should I look for to make sure I have the proper heights, # of links, etc.

When towing a trailer with weight distribution on it there are some things to look for to set up the system properly. You will want to make sure that the trailer is towed level so you may need to adjust the position of the head on the shank.
Then you will want to look at the spring bars to make sure they are level with the trailer frame (provided the trailer frame is level as well). You may need to adjust the tilt of the head forward or backward to get the correct angle on the spring bars. Having 5 links on the chains is where you want to be.
I have included a link to a video that should help you set up the system.
