Will this rack work on a jeep wrangler Sahara 2012 with an external spare tire mounted?

To determine if the Thule T2, part # TH990XT will fit on your Jeep Wrangler, you will need to measure the distance between the hitch pin hole in the receiver and the rearmost face of the spare tire as shown in the photo I edited for you.
In order to fold up flat against the rear of the vehicle, this measurement will need to be less than 6 inches.

No, the measurement from the pin hole to the outermost edge of the spare needs to be less than 6 inches. If it sticks out any more, the bike rack will make contact with the tire before it folds all the way up and locks into the folded position.
