Please let me know the maximum recommended towing speed loaded and empty, and also what is the height to the inside top of the coupling when the trailer is level. Thank you!

In the specs section on the product page for the motorcycle trailer # UMCT1XHD-AM31985, we list the distance from the bottom of the trailer coupler to the ground when the trailer is level at 14 inches. You can add another few inches to that to get the measurement to the top inside of the coupler.
The maximum speed, loaded or unloaded, is 65 miles per hour unless otherwise stated on the trailer tires themselves. It is unlikely that a trailer tire will have a speed rating on it unless it is a special circumstance. Trailer tires should always be inflated to the maximum psi indicated on the tire for best performance and longest life.
