does it have a rubber gasket to seal the water out and does it have the spring assisted hinges when opening

The hinges on the SportRack Aero XL Cargo Box, part # A90275, are a spring assist hinge. It uses the Replacement Dual Force Strut, part # TH14933. I am including a link to a video review that will show how the hinge works.
The # A90275 cargo box has foam weather stripping around the edge of the lid itself so it keeps everything nice and dry on the inside. It will help keep water out, but it is not waterproof. To be considered as waterproof the box would have to be submerged under water and have no leakage into the inside. I would recommend to put any items you do want to get wet inside a sealed storage bag.
