Please recommend a spare tire rack for my 2007 Rav 4 for 3 bikes please. Thank you.

The only spare tire mount bike rack that will fit the 2007 Toyota RAV4 is the Thule Spare Me, # TH963PRO, and it is a 2 bike model.
To carry 3 or more bikes, I recommend installing a trailer hitch, like # 75432, and then using a trailer hitch mount bike rack. With the hitch installed it should measure about 7 inches from the hitch pin hole center to clear the spare tire like in the video I have linked.
For a 3 bike rack with plenty of clearance, I recommend the Swagman Titan, # S63405. I have included some links on this bike rack as well. It comes with anti-sway cradles, the ability to tilt down, and an integrated cable lock.
