Question:
2000 Explorer has tow lug at drivers side rear, that use the mounting holes typically used to mount most other hitches. This hitch doesnt appear to use these, but might, If not any other hitches that might work?

The Draw-Tite Hitch # 75096 that you referenced will require the removal of the tow hooks on your 2000 Ford Explorer. Basically all of the hitches available for your vehicle will install the same way and would require the removal of tow hooks if your vehicle is equipped with them.
If you do not want to be without a tow hook on your vehicle you could get a Hitch Mounted Forged Tow Hook # TR63044 and keep it in your vehicle at all times so that when needed you could install it in your hitch.
