For a no-drill trailer hitch for a 1999 Toyota Sienna, the Draw-Tite hitch # 36298 that you referenced is a good choice. I have included a link to the installation instructions for you. There is no drilling required.

For a ball mount, you have to use the one specified by the hitch manufacturer, # 36061. For a 1-7/8 inch ball, use # 19256. And for a pin and clip use # PC2. For trailer wiring, use # 43475. I have included some instructional links on the wiring as well.

If the boat has an electric reverse lockout feature and a 5-Way flat connector, you will need to use a 4-Way to 5-Way adapter to engage the lockout, # 20036. I have included a link to a video that shows a typical installation for you.

You will need to check your owners manual for other towing requirements, but Toyota does usually state that a transmission cooler is needed. If so, the most popular option is Derale cooler # D13502. I have included links on transmission coolers as well.
