Recommendations for Cleaning Weldnuts on a 2007 Hyundai Santa Fe for Installing a Hidden Hitch

Question:

I cant get the bolts to start in the nuts on my 07 santa fe. I have soaked them down with pentrating oil. It seems like the bolts are to big. Is there some way to clean the nuts without using the bolts. Maybe trying to run a tap in or something similar.
