Question:
I currently have no rails or bars at all on my roof and cant find any OEM part. Will this rack system fit my Rav and can stay on permanently....not hindering door opening and closing etc? How difficult to install?

The SportRack Frontier Roof Rack # A21002S that you referenced will work on your 2000 4-door Toyota Rav4 with a completely naked roof.
You also would not have any problem leaving this rack on your roof. It would not interfere with your doors closing or opening either.
It is a fairly simple installation process also. Check out the installation video I attached that shows this rack being installed on a different vehicle for you to check out.
