just like to know if this thule #TH867 will work on a 2010 Toyota Highlander with side rails only?

It is possible to use the Thule Tahoe Expandable Roof Rack Cargo Bag, part # TH867 on your 2010 Toyota Highlander with just the side rails that run front to back, but I would not recommend it. Cross bars that run side to side on top of the vehicle prevent the bag from sliding forward and backward on the roof during acceleration and braking. You would want the bag to be as stationary as possible to prevent it from damaging the roof.
You can add cross bars to your Highlander in order to use a cargo bag. You would need Thule Complete Crossroad Kit, # TH45050. I have provided a link to the installation details and a product demonstration video featuring the Tahoe Cargo Bag.
