Question:
Is it possible to mount this item so that it does not cover the top portion of the license plate? In my case, the top half of my state is blocked and I worry that I will get a ticket or not pass inspection.

Where you mount the camera from the Peak Performance Wireless Back-Up Camera # PK015737 is ultimately up to you. If you wanted to mount it on the lower license plate bolts you could or anywhere really as long as you attach it securely and it provides you with a decent view of what is behind you.
You could check with your local laws and regulations to see what is legal as far as what has to be visible on your license plate.
