can the control be mounted on its side i want to mount to the consoul on my jeep thanks

A proportional brake controller, like the Hopkins Agility, # HM47294, has to be mounted within a certain range, see instructions link, and cannot be tilted on its side. That would cause the internal sensors to not work properly and the brake controller would not be functional.
If you want to go with a proportional controller, the P2, # 90885, can be mounted a full 360 degrees in the direction of travel and not tilted or turned to the side, see instructions linked for you.
If you want far more mounting options, you could use a time-delay controller like # 39523. A Time-delay controller can be mounted any which way provided that the controls can be accessed and it is within easy reach of the driver.
