can it be mounted to the center of the trailer tongue through a flat metal plate?

A metal plate can certainly be used. We offer # BDSPBQ50 that with some fabrication would work well for you. You would need to enlarge the 2-1/3 inch hole to 2-1/2, and weld one plate to the top of the trailer frame, and one to the bottom.
You would want to weld in the jack at a height so that when it is retracted, it will avoid any road debris but when extended, it would place the coupler high enough so that it can be placed on the trailer ball.
