The InvisiBrake Supplemental Braking System, # RM-8700, will only activate when the tow vehicle brake lights are illuminated. This braking system has a connector that splices into the tow wiring setup on the towed vehicle and receives the signal from the brake light circuits. I have attached an image of the wiring diagram for the InvisiBrake Braking System.
If the brake lights do not come on when you are only using the engine brake, then I would recommend the Blue Ox Patriot Proportional Braking System, # BRK2010. This is a proportional braking system that applies pressure to the brake pedal to stop the towed vehicle in proportion with the speed in which the towing vehicle is stopping. It comes with a wireless remote controller that will allow you to adjust the sensitivity and allow you to manually activate the towed vehicles brakes.
I have attached an installation video for the Blue Ox Patriot Braking System for you to check out.
