Question:
Installed wire harness to factory connect, had power, had to leave before it was totally finished installing P3. When i retured to finish installation, P3 Brake Controller would not power-up. Is this the 15 minute do not touch or some other problem?

The Tekonsha P-3 Brake Controller, # 90195, will go into sleep mode after 15 minutes without use. If you press your brake pedal, then the brake controller display should activate.
The first thing I would check would be your ground connection. Toyota vehicles do not have the best availability for a good ground connection. You can run a temporary wire from the white ground wire to the negative terminal on the battery to test if the ground location was bad, or if there may be a problem with the power wires.
If the screen still does not activate after finding a good ground, then you will want to test the power wire with a circuit tester like # 40376 and check to make sure you did not blow a fuse.
