Hi, own a 1997 Cherokee Country edition. I have the weldnut strips in both frame rails. Do I skip the reinforcement block install, and bolt the hitch directly to the weldnuts from under the Jeep? Thanks in advance!

If you are talking about the skid shield, it will need to be removed or loosened for hitch installation. On the 1997 Jeep Cherokee, there are 4 possible vehicle types in terms of trailer hitch installation. The instructions for the Curt trailer hitch, # 13084, covers each type. I have included a link to the installation instructions for you to review. I have also included a link to a video showing a typical installation.
If you plan on doing some towing, I recommend the etrailer ball mount kit, # 989900. It comes with 2 ball mounts, 2 balls, a hitch pin with clip, and a carrying bag. For trailer wiring, use # 118354. I have included links to the instructions and a video for the wiring as well.
