Question:
I have reseached towing my 2010 Wranger and find everyone says that the key must be in the first click Accessory position while towing it, therefore making it necessary to disconnect the battery to avoid discharge. My question is this: If the steering wheel does not lock with the key removed, and using the MOPAR RV towing wiring harness lets all necessary lights to funciton with no key in the ignition, then why do all the reference say that the key needs to be in and turned to the first click?

The owners manual for the 2010 Jeep Wrangler states that the key should be turned to the ACC position. So what you are finding in what you have read complies with the vehicle manufacturer. This goes for 2-Wheel drive and 4x4 models.
According to the owners manual, on 2-Wheel drive models the driveshaft must be removed. Make sure to check your owners manual and a local dealership.
In order to flat tow the vehicle you will also need base plates, a tow bar, safety cables, a lighting solution, and supplemental braking. For base plates, I recommend the XL base plates # 1432-1, because they have removable arms.
For a compatible tow bar, the most popular option is the Falcon 2, # RM-520. I have included a link to the installation details and a link to a video review for you. For safety cables, you can use # RM-643.
For lighting, it sounds like you already have a solution but just in case I have included a link to some other options for you to review.
Most states now require a supplemental braking system on the vehicle being flat towed. The easiest system to set up and use is the Even Brake # RM-9400 that you have referenced. This is a proportional system that applies the vehicle brakes in proportion to how much the towing vehicle is braking. Proportional systems are the safest way to stop and they reduce wear and tear on both vehicles.
