Can this cargo carrier or one of the other class III carriers be used as a hitch extender to pull a boat.

No, a cargo carrier may not be used as a hitch extender to pull a boat. The carrier cannot safely accommodate the tongue weight of the boat. We do offer hitch extenders, but please be advised they cut the hitch's overall capacity by 50%. I have attached a link to that page below. The Tow Ready Cargo Carrier, product 63153, may be mounted on the front of your vehicle if desired. The etrailer.com Hitch Hunter can assist you in finding the proper hitch for your vehicle if you would like to mount the carrier that way. Additionally, we also have a ball mount designed to tow and carry accessories such as bike racks or cargo carriers at the same time. I have attached a link to that item, V75090, below.
