Can i fold the bike arms down when not in use

The Rhode Gear Highway 4 Bike Carrier, # RG8015221, does not have arms that fold down, but the rack does tilt down. I have included a link to a video showing the features of the Rhode Gear bike rack for you to view.

For a similar rack that has more features, check out the Swagman Trailhead, # S63380. This rack also tilts down, the arms can fold down, and it has anti-sway cradles. It will fit in a 1-1/4 or 2 inch trailer hitch just like the Rhode Gear rack. I have included a link to the installation details for you.
