I ordered the hidden bracket for my 2003 Element and I have a Falcon 5250 tow bar without a cross bar. Is it required?

No, a cross bar is not required to flat tow with the RoadMaster Falcon 5250 tow bar if you have the Roadmaster MX Base Plate Kit, # 1541-5, on your 2003 Honda Element.
If you have the XL Base Plate Kit, # 1541-1, on your Element then you would need to use a cross bar and quick disconnect system, # 910021-00.
