can this carrier be used to transport a small folding manual wheelchair? i have a 2011 toyota camry xle w/ curt 12343.

As long as the wheelchair will fit on the carrier, and its weight plus the 30 lb weight of the carrier does not exceed the weight capacity of the hitch or the vehicle, the Curt cargo carrier you referenced would be a great option for carrying the wheelchair. I would recommend checking your owners manual for the tongue weight capacity (maximum amount of downward force that can be safely applied to the hitch installed on rear of vehicle). The tongue weight capacity is typically 10 percent of the stated towing capacity of the vehicle.
