Question:
Can a hitch mounted utility cargo carrier basket be used with a 2009 Hyundai Elantra? I like to be able to transport my snowblower that weighs 250 lbs to other locations. Is a special hitch needed? Class 1 hitches have a 200 lb. tongue weight. Would that restrictions applt to a cargo carrier?

Since all of the hitches available for your 2009 Hyundai Elantra are Class I hitches you would not be able to use a cargo carrier to transport your 250 lb snow blower on a cargo carrier. The tongue weight capacity for a Class I hitch is 200 lbs like you said. And when you factor in the weight of your snow blower plus the weigh to the carrier you would be way over the capacity for the hitch.
I would recommend you get a hitch like the Draw-Tite Sportframe Trailer Hitch # 24844 that you referenced and find a small trailer to tow the snow blower in. I attached installation instructions for this product for you to check out also.
