The Rage PowerSport Steel Motorcycle Carrier, part # MX600, can handle tire widths up to 5-1/2 inches. According to my research the tires on your scooter are approximately 3-1/2 inches wide. The weight capacity of the carrier is limited to 300 lbs for rear engined scooters, but I have found that the Elite 80 weighs around 200 lbs when all fluids are filled. The carrier will be able to accommodate the 48 inch scooter wheelbase with no problem.

As long as your vehicle and hitch have sufficient tongue weight capacity to handle the 200 lbs of scooter and 64 lb weight of the carrier, the Rage # MX600 should work just fine for you. Check the sticker on the hitch and the vehicle owners manual for tongue weight capacities.
