Is the shank which supports the carrier and slips into the receiver solid or hollow?

On the Surco 20x48 Cargo Carrier, # 52017, the shank that fits into the trailer hitch receiver is hollow. This carrier fits both Class I and Class II trailer hitches with a 1-1/4 inch receiver. I have included a link to a video review of this carrier for you.
