Question:
Why is it limited to 2 bikes only for Class 1 hitch. Isnt you class 1 hitch rated for 200 lbs?

All Class I hitches should be limited to just 2 bikes on a bike rack designed to fit a Class I trailer hitch. The reason is not the weight capacity of the hitch. It is the amount of torque applied to the hitch. Having more than 2 bikes on a rack puts too much weight too far from the hitch receiver.
With more weight further from the hitch and the addition of the bouncing that will occur as you travel, the force will be too much for the trailer hitch to handle and it will damage the hitch, the rack, and the vehicle.
If at all possible, go with a Class II or higher hitch or an alternate method of carrying bikes such as a spare tire mount or roof rack.
For a 2002 Honda CR-V, we do carry Class III trailer hitches, like # 87578, that can handle more than 2 bikes with ease because it is designed to handle the additional stresses. I have included a link to the installation details for this hitch for you.
For a spare tire mount, you can use the SportRack Spare Tire Mount Bike Rack, # A30813STL. To ensure fit, you can take some measurements. Take the measurement from the back of your lug nut holes to the furthest out point on the tire. If this measurement is 4-1/4 inches or less, then you would be able to use the # A30813STL bike rack. I have included a link to a video review of this rack for you.
