We have a 2002 Toyota Tacoma, and it has only the tow ball hole. Which bumper hitch would be best for me, and I guess Ill have to drill 4 holes?

The CURT Bumper Hitch, # E-3S, would be a good choice. Make sure to check the dimensions of the hitch against the space on the bumper to ensure fit. The dimensions are shown on the last two pictures on the product page. If you do not have the holes present on the bumper you will need to drill. I have included a link to the installation details for you.
The other option is to install a frame mount trailer hitch. The most popular frame mount hitch for a 2002 Toyota Tacoma is Hidden Hitch # 87579. I have included a link to the installation instructions and a link to a video showing a typical installation for you. Though if the step bumper is an aftermarket part, a frame mount hitch may not fit.
For a ball mount and other accessories, I recommend the etrailer Ball Mount Kit, # 989900. It comes with 2 ball mounts, 2 balls, a hitch pin with clip, and a carrying bag. For trailer wiring, use T-One Vehicle Wiring Harness, # 118379. I have included instructions and video links for the wiring as well.
