I am sorry, but the SportRack 2 Bike Hitch Mounted Rack, part # A30901 does not tilt down for access to the rear of your vehicle. You should not need an adapter bar for your womens bike, unless the cross bar is lower than 13 inches from the wheel holder loops. You should keep in mind that your wheel/tire combination will extend below the loop approximately four to six inches, so you must take that into account when measuring and ordering. If you find that the hooks do not adjust low enough you can use the alternative frame bike adapter, item # 64005, to install the bike on the rack.
