The highest rated hitch available for your 2007 E350 would have a 10000 lb towing capacity. With the use of a weight distribution system, the capacity can be increased to 12000 lbs. I would recommend the Draw-Tite Class IV Receiver, part # 41926.

We offer the wiring harness with trailer connector, draw bar and trailer balls to complete your towing system, but they are not sold as part of a package.

As I mentioned, a weight distribution system can be used to increase the towing capacity of the Class IV receiver up to the 12000 lb figure you were looking for. Weight distribution systems are rated by the as-towed trailer tongue weight of the trailer. Ideally, you would want the as-towed tongue weight of your trailer to fall somewhere toward the middle of the effective tongue weight range of the system you choose.
