According to MagnaFlow, there are 2 options for California approved catalytic converters that will fit a 1996 Toyota Tacoma with a 2.4 liter engine. There is a universal fit and a direct fit.
The universal fit is part # MF46004.
The direct fit is # MF46882 (it is California approved for some years and engine sizes, but not others. For your 1996 Tacoma with the 2.4 liter, MagnaFlow has indicated that it is California approved).
