Can you tell me which is better for a flatbed the single pivot or double pivot Binkley inverted 5 th wheel hitch?

Although both hitches preform the same basic function, I would recommend going with the double pivot model that you referenced, part # FW0002-45. This model pivots front to back and side to side, which will provide some leeway to make hitching up much easier on pavement that is not perfectly level.
