Yes, the Yakima Q Towers Roof Rack Feet, part # Y00124, is the correct foot pad to use on your 1996 Volkswagen Jetta.
If you wanted the complete roof rack system you would also need two sets of Q76 Q Clips, part # Y00676, and a Round 48 inch CrossBars for Yakima Rack, part # Y00408.
