Question:
I bought this rack and it seems to tilt left or right when a bike is loaded. You can push down on the tire and the carrier will tilt whichever way the pressure is applied. It appears the play is from the tongue where it fits into the hitch. It doesnt appear excessive and the bikes dont move but is this normal? Thanks.

It is normal to have a little play between the hitch and your bike rack, and that play is what causes the side to side movement that you are experiencing.
If you wanted to reduce that play you could use a No-Rattle Trailer Hitch Wedge for 1-1/4 inch and 2 inch Trailer Hitches, part # 93347.
