Yes, the Tekonsha PRIMUS IQ Electronic Brake Controller, part # TK90160, will work on your 2008 Toyota FJ Cruiser to activate the electric brakes on your trailer. Brake controllers are not vehicle specific and can be wired into any vehicle.
If you have a 4 to 7-Way adapter such as part # 30717, with extra wires to be connected and not an adapter, you will just need to connect the remaining wires, including the Blue wire. We do have a brake controller installation kit, part # ETBC7 that is typically used, but since you have the 7-way already, you can purchase the other items separately. You will need Jacketed 2 Wire, part # 10-2-1, a 40 amp. In-Line Circuit Breaker, part # 9510, and a 30 amp. In-Line Circuit Breaker, part # 38630.
For wiring of the 7-Way, begin by plugging your 4-way into the back of the 7-way, if it is not already connected. Then you will need to connect the remaining wires. The Black wire will be connected to the Black wire inside the Jacketed 2 Wire and ran to the front of vehicle and connected to the battery via 40 amp circuit breaker, part # 9510. The Blue wire will be connected to the White wire inside the Jacked 2 Wire, and ran to the front of the vehicle and later will be connected to the brake controller. The White wire is the ground and should be connected to the frame of vehicle. The Purple wire can be connected to the reverse lights if trailer has reverse lights or can be taped off and tied out of the way if not being used.
To wire in the PRIMUS brake controller, you will need to connect the wires on the back of the brake controller. The White wire will be connected to the negative battery terminal. The Black wire will be connected to the positive battery terminal via 30 amp circuit breaker, part # 38630. The Blue wire will connect to the White wire in the Jacketed 2 Wire that you ran up earlier. The Red wire will be connected to the stoplight switch near the brake pedal. The stoplight switch will be the wire that only carries signal when the brake pedal is pressed. You will want to use a circuit tester, part # 3808 to test for this wire.
I have linked instructions for the Tekonsha PRIMUS IQ Electronic Brake Controller, part # TK90160. Also linked are FAQ Articles on installing a brake controller. I have also linked a video installation of a different brake controller on a 2008 FJ Cruiser that you may find as a good reference.
