The item you selected, Roadmaster XL Base Plate Kit, part # 1219-1, will fit all models of the 1996 Volkswagen Passat. It should work well on your 1996 Passat TDI Wagon.

In addition to a base plate kit, you will also need a tow bar, safety cables, vehicle wiring or lights, and a supplemental braking system to flat tow your Passat

I would recommend the RoadMaster Falcon All Terrain Tow Bar, part # RM-522. The Falcon Tow Bar is a non-binding tow bar which makes hooking up and disconnecting your vehicle easier.

Roadmaster 68 Inch Coiled Safety Cables, part # RM-643, would work well to keep your vehicle attached to your RV in the event that your tow bar were to become disconnected from your hitch.
