I have had the chance to look through the packaging and while the Magneta Low-Profile Trailer, # UMCT1XHD-AM31985, is a complete trailer, it also requires assembly as you have indicated. The main body of the trailer comes in parts that easily bolt together with hand tools. You will also need to bolt on the fenders, leaf springs, axle, the coupler to the tongue, and install the lights. The tires and wheels are already mounted.
