I want to buy a trailer that weighs 2600 lbs and has a tongue weight of 365 lbs. My car is rated for 3500 lbs and 350lbs tongue weight. Will a weight distribution system make a difference and increase the tongue weight allowable?

You will first need to check your owners manual to see if adding a weight distribution system will allow you carry a heavier trailer. Usually there will be a trailer weight capacity with and without a weight distribution system listed. Sometimes, there will be notes that say you should not use a weight distribution system, so also look for any notes.
If your Rav4 can use a weight distribution system, you would be able to haul a slightly heavier trailer. For example:
If you had a Draw-Tite Trailer Hitch # 75432 on your Rav4, adding a weight distribution system would allow you to tow up to a 4,000lb gross vehicle weight and a 400lb max tongue weight trailer.
You will also have to check the specs on your trailer hitch and see how much trailer weight it is equipped to pull, with or without weight distribution.
If it turns out that using a weight distribution system will allow you to haul your trailer that weighs 365lbs, I would recommend that you purchase a Strait-Line Weight Distribution with Sway Control, part # RP66072.
The reason I would recommend a different weight distribution system than the # RP66074 system you referenced in your question is because the # RP66072 has a lower weight limit that will match up better with your application.
