am interested in purchasing the rola model 59502 carrier. Can I drill another hole in the shank to shorten t he distance between the carrier and vehicle.

The Rola Cargo Carrier part # 59502 has an angled shank. If you were to shorten the distance between the carrier and the vehicle, the angled portion of the shank would be too close to the receiver to slide into it. Additionally, the shank is constructed of hollow tubing, having and additional hitch pin hole so close to the original would compromise the strength of the shank, not to mention that it would invalidate the warranty.
If you are looking for a carrier with a shorter shank that would place it closer to the rear of the vehicle, I would recommend the Surco Carrier, part # 52018. The shank measures 5-1/2 inches from the hitch pin hole to the closest portion of the carrier, versus 12-7/8 inches for the Rola model.
