Expert Reply:

I spoke with my contact at Oldenkamp, the manufacturer of the Trailer Hitch Mounted Motorcycle Carrier with Jack and Swivel, # RHMC1SV, and he told me that the chain should be removed because there is slack in the chain.

When towing the bike, the chain will flap up and down and wear out the chain and eventually the sprockets. This in turn is expensive to fix. So they recommend, when on long trips, to remove the chain. As far as speed, travel at normal highway speeds is fine as long as you adhere to the speed limit.
