What are the Dial and Push Button for on the Tekonsha Prodigy Trailer Brake Controller
On the Tekonsha Prodigy # 90185, there is a wheel or dial on the left side of the display. Rolling it forward towards the front of the vehicle increases the amount of voltage the controller sends back to the trailer brakes controlling how little or how hard braking will be when you apply the brake pedal or manual override. Tow Package Wiring on 2003 Chevy Silverado Not Carrying Brake Controller Output to 7-Way
It sounds like the connection between the brake controller and the 7-way trailer connector is not completed. Although it sounds like you have the harness pinned out correctly, compare your plug pin-out to the diagram I produced for you. Take a look at the FAQ page I have linked to, step 2, photo D and E. The blue wire shown might not be connected to the 7-way connector at the rear of the vehicle. You might need to attach a length of 10 gauge wire (part # 10-1-1) to that blue wire and run

Using Spacers to Install CURT Trailer Hitch # E-3S on a Step Bumper
The CURT Step Bumper Trailer Hitch, # E-3S, comes with some square spacers, part 5 in the instructions linked for you, just in case the bumper does have that protrusion on the underside of the bumper. These spacers are 1/4 inches thick. If you are using these and still have 1/8 of a gap, a slightly thicker spacer can be used as long as you make sure to tighten the bolts as specified in the instructions.
