To avoid interference from that often-intrusive, rear-mounted spare tire, this bar extends Softride bike racks an extra 4" to 8" from vehicles to allow clearance. Designed for 2" Dura and Versa racks, it replaces the existing hitch bar.

This hitch extender bar connects to any 2" Softride Dura or Versa bike rack and provides another 4" to 8" between the rack and vehicle. It replaces the original rack hitch bar and allows the freedom to carry a rear-mounted spare tire or similar device. Constructed of powder coated steel to prevent wear and tear, it uses an existing anti-rattle hitch pin and lock to thwart theft.

I would recommend using the Hitch Extender For 2 inch Trailer Hitch Receiver 14 inches, item # HE12, to provide the clearance you will need to mount your bike rack. - You are correct in that the new Extender Bar, # SR26033, installs the same way as the old one came off of the Softride Dura Parallelogram Tilting 4 Bike Rack, # SR26247.
There is no specific torque rating for the nuts according to Softride but my contact did say that you can tighten them down using a couple of wrenches hand tight (as tight as you can get without applying excessive force which can damage the rack).
