- I have had similar problems with jacks at home where the jack would get stuck and I would have to manually spin the inner tube of the jack to get it to free back up.
What I would do is try to spin the inner tube of the jack first counter clockwise, and then clockwise to see if you can get it moving again. That might get it back on track and allow it to work for you.

- The 16-1/2 inch bracket height is actually from the bottom of the wheel to the top of the bracket when fully retracted. When fully extended with 10 inches of travel, the distance from the bottom of the wheel to the top of the bracket is 26-1/2 inches.
