In centain wind conditions. Usually right angles to the wind, the straps vibrate resulting in loud reed sound.

We used these on our '02 Durango.
They worked OK, but were hard to install without messing up the regular mirror angle.
They do make a reed vibration, but if you twist the strap and connect, it prevents that. That is an old truckers trick to prevent vibrations of tie down straps.
